1) The operating plan provides the financial model for your business idea. The operating plan allows you to financially model your business over several periods so that you can assess cash needs, human capital needs, revenues, etc. and see if your business idea even makes sense.

2) After you decide to move forward with your business idea the operating plan becomes a dynamic document that you use to measure your progress in relation to plan that can also be changed as the business changes.

This "intermediate" operating plan is very straightforward and relies more on entering estimated financial data than on assumptions derived from other data in the form of excel formulas. Excel skills from beginner to intermediate will do just fine with this operating plan.
